The goal of the meeting was to gather the ACCIS group and accomplish the following:
On all counts the meeting was very successful. The scientists gained a better understanding
of each others science. Collegial relationships were developed between Chilean and North
American scientists. Plans were developed for both the Phase II proposal and the ISP III
proposal. Chairman and steering groups where created for both efforts. Dr. Fernando Jara
was proclaimed Chair of both committees.
While the IAI process plays out we will attempt to get funding via NSF INT and foundations
to start the projects.
Sunday Evening
The ACCIS group met in the evening for a reception. The level of mixing was impressive
both between disciplines and between nationalities. Short comments were made by the PI's
(Jara, Atkinson, Valle-Levinson). The group was urged to work hard at meeting others so
that new research relationships could be formed. A local newspaper was present interviewing
the group.
Monday Morning and Afternoon
The ACCIS group met from 0900 to 1800 with a short break for lunch. The talks on Monday

Wednesday, ISP III response and any issues that arose during working groups.
Wednesday Morning

Discussion of the working group reports followed.
The major issues where the definition of the ACCIS region. We decided to make it slightly
variable based on physical, biological and social constraints.
There was considerable consensus on the ISP III submission. A working group was assigned
to develop a draft.
1100 - 1600 Cross-disciplinary working groups meet, the ISP III was drafted and the WG
comments were incorporated into the proposal. The groups were as follows:

In the late afternoon the groups reconvened to discuss the combined results of the working
groups, the ISP III draft and the Thursday agenda.
Larry Hamilton presented the results of the working group on the interactions of people and
fisheries.
Victor Marin presented the results of the working group on the interactions between fisheries
and the environment.
The results of the both days working groups were merged into the working proposal draft.
Next the ISP III draft Pre-proposal was submitted. Victor Marin presented the draft structure
and goals of the ISP III submission. Discussion followed on who should be PI and co-PI's
and a group was accepted. Fernando Jara was proclaimed PI and he accepted.

Thursday
The draft proposal was discussed for about an hour. No major changes were suggest although
there where numerous small ones. We agreed that the draft proposal is about as complete as
it can be at this stage. When the announcement for Phase II is received we will be ready to
respond.
The group discussed leadership and approved the following leadership for the development of
the proposal. The group is as follows:

The steering group is charged with the following:
1. Seeing the phase II proposal through to submission,

3. Briefing government representatives on ACCIS.
4. Facilitating the acquisition of funding for disciplinary groups.
5. Developing a ACCIS WWW site.
6. Assuring a fair and open process
The group then discussed the ISP III draft proposal.
The ACCIS formal deliberations were formally closed at noon on Thursday.
Thursday afternoon the group toured salmon farms and salmon processing factories in the
Puerto Montt area.
In the evening a banquet was held at a local restaurant. The familiarity that developed during
the week was evident Thursday evening.
Friday
Friday morning the physicsal oceanography group met. This is the first time the whole group
had met and it was a great opportunity to develop plans for research.
The group included Arnoldo Valle-Levinson, Tom Royer, Nunez, Caeces, Blanco, Silva,
Atkinson.
The following papers were discussed and the following action items were established.
BASIC CLIMATOLOGY
The paper is very important to all ACCIS scientists and policy makers. The paper would
summary the atmospheric and oceanic climatology of the ACCIS region. The focus would be
on the ocean. Analysis would be of existing data only. People initially interested were
Nunez, Silva, Blanco, Royer, Rutland, Atkinson. Nunez and Silva will create a draft outline
by 14 April. Prospective journals are JGR, CSR, ECSR.
INLAND SEA
This paper would present the data from Hudson and CIMAR that Nelson Silva has worked
up. He already has a paper in Spanish that can be translated and added to. A section on
buoyant energy and mixing processes can be added (Atkinson and Valle). Nelson will head
this effort.
WOCE P-14 LINE
These data are from the WOCE P-14 line. Nunez has already worked on it and Royer will
help get it started.
COASTAL CURRENT
While the nature of the coastal current is very important it was determined that there is too
little data for a paper to be written.
In addition to the papers there are several field experiments that could be done.
INLAND SEA
Research issues focus around stratification processes and long term changes. The design of
experiments is difficult but we know different ways to do it.
Is the current monitoring network by the fish farmers available and useful?
COASTAL CURRENT AND COASTAL OCEAN
Processes along the coast including the coastal current, coastal winds and barometric pressure
no doubt play an important role in controlling INLAND SEA processes. Immediate things
that can be done is understand the wind field and its variability, look at sea level variability
and look at existing imagery (CZCS, AVHRR, SAR, etc).
We will check on the availability of the Palmer and Chilean ships to get a coastal current
cruise done.
Results of the ACCIS Meeting
The goal of the meeting was to develop the Phase II proposal, an ISP Round III pre-proposal,
develop collegial relationships, and foster the emergence of Chilean leadership in the effort.
On all four counts the meeting was a success. Both proposal and pre-proposal were written
and the pre-proposal is submitted, collaborations blossomed and cooperation and leadership
emerged.
