File format:
Column 1 = Location ID
Column 2 = Index for in-house use
Column 3 = Longitude (west is negative)
Column 4 = Latitude (south is negative)
Column 5 = Surface Current Speed (cm/s)
Column 6 = Surface Current Direction (degrees counterclockwise from east)
Column 7 = Flag (currently not in use)
